HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday joined hundreds of congregants at Jame' 'Asr Hassanil Bolkiah in Kg Kiarong for the Aidil Adha prayer.
Accompanying His Majesty were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, HRH Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade, HRH Prince 'Abdul Malik, HRH Prince Haji Sufri Bolkiah and HRH Prince Haji Jefri Bolkiah.

Following the Sunat prayer marking the occasion, His Majesty, members of the Royal Family and the public then listened to a two-part sermon delivered by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Hj Awg Badaruddin Pengarah Dato Paduka Hj Awg Othman, who is also the Minister of Home Affairs.
After the sermon, His Majesty and other members of the Royal Family proceeded to the main slaughter area designated for the sacrificial rites where the Minister of Religious Affairs, Yang Berhormat Pg Dato Seri Setia Dr Hj Mohammad Pg Hj Abdul Rahman greeted them.

The event commenced with a mass recital of the Al-Fatihah led by State Mufti Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Hj Awang Abdul Aziz Juned.
At the ceremony, seven out of 14 goats were sacrificed in the presence of His Majesty and his sons.
A total of 14 goats and 54 buffaloes made up His Majesty and the Royal Family's korban this year. The remainder of the sacrificial goats and buffaloes were slaughtered at Mulaut Abattoir Sdn Bhd's slaughter centre.
His Majesty then presented sacrificial meat to 20 asnaf fakir and miskin families from the Brunei-Muara District. The remaining families will receive the meats during respective distribution ceremonies which will be held in each district.
The ceremony concluded with a Doa Selamat recited by the State Mufti.
A statement by the Ministry of Religious Affairs stated the sacrificial meat was distributed to 2,497 asnaf fakir and miskin people, comprising 631 families through their family heads, and 1,866 eligible individuals.
Of the total population, Brunei-Muara comprises 1,809 people categorised as asnaf fakir and miskin followed by Belait District with 296, Tutong District with 283 and Temburong District with 169.

To be implemented in phases, law will come into force in 6 months
HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darrusalam announced that the phased introduction of Islamic laws, punishing criminal offences such as theft, apostasy and illicit sexual relations, will come into force in six months.
The monarch officially signed the new legislation, dubbed the Syariah Penal Code, at the launch of the Knowledge Convention (Majlis Ilmu) 2013 yesterday.

“The code is a special guidance from Allah (SWT) to us all. Indeed this guidance is wholly Allah’s (SWT) right to bestow upon us,” he said.
The code outlines the punishment for Hudud crimes, where punishment has been ordained by Al-Quran and the Sunnah (deeds and sayings) of Prophet Muhammad (Peace be upon him).
Hudud crimes cover areas including theft, illicit sexual relations, making unproven accusations of illicit sex, causing physical hurt, drinking intoxicants, apostasy, and acts contrary to Islamic beliefs.

“I hope that all citizens and residents our country alike, will stand firmly, shoulder to shoulder in upholding and welcoming the coming into force of this historic legislation,” His Majesty said.
“This Act without doubt, is now part of the great history of our nation.”
The Syariah Penal Code lays out specific punishments for Hudud crimes, as prescribed by Al-Quran and Sunnah. For example, the penalty meted out for adultery is death by stoning, but prosecutors must fulfil a high burden of proof, including the testimony of at least four credible witnesses, in order to carry out the punishment.

In a previous news report, the head of the Research and Law Review Division at the Attorney General’s Chambers said a panel will be set up to review each criminal case to determine whether a specific offence has sufficient evidence to proceed to the Syariah court. “It is highly likely that the majority of cases will end up in civil courts because the evidence does not meet the burden of proof under Hudud laws,” said senior counsel Zuraini Hj Sharbawi. “In civil courts, cases must be proven beyond a reasonable doubt. In Syariah there must be no doubt.”
His Majesty added during his address at the Knowledge Convention: “This is our Brunei, a nation of Zikir and Malay Islamic Monarchy. We view others with clear and unhindered vision, without any form of prejudice. In return, we also have the right to expect that others will view Brunei in the same light.”
“The step we are taking, does not in anyway change our policies,” he said.
“As a member of the family of nations, we will continue to work together with our friends wherever they may be, to establish more cordial and harmonious relationships based on mutual respect.”
The monarch said the country will continue to plan and develop “in our own way” and that Syariah laws will guarantee justice and well-being for all Muslim citizens.
“By the grace of Allah (SWT), with the coming into effect of this legislation, our duty to Allah (SWT) is therefore being fulfilled.”
Some of the laws laid out under the Syariah Penal Code include the recent ban on Muslim-owned restaurants serving food during the fasting hours of Ramadhan.
The legislation states any person that sells food, drink or tobacco for immediate consumption in a public place during fasting hours can be punished by a fine of up to $4,000 and/or a prison term not more than a year. Additionally, Muslims who insult, mock, or deny the teachings Al-Quran or hadith (traditions) of Prophet Muhammad (Peace be upon him) are liable to imprisonment of up to 30 years and 40 strokes of the cane. Other offences such as theft can be punishable by amputation of the right hand, if the property stolen amounts to/exceeds the nisab (required minimum value) and two credible witnesses besides the victim are produced.
Syariah law is generally confined to Muslims, but can extend to non-Muslims if they are involved in aiding or abetting an offence committed by a Muslim.

HER Majesty Raja Isteri Pengiran Anak Hajah Saleha yesterday graced the Girl Guides Day celebration held in conjunction with her 67th birthday in the Royal Berkshire Hall, Jerudong Park Polo Club.
Accompanying Her Majesty were Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah, Her Royal Highness Princess Hajah Rashidah Sa’adatul Bolkiah, Her Royal Highness Princess Hajah Majeedah Nuurul Bulqiah and Her Royal Highness Princess Hajah Masna.
The celebration also marked the 30th anniversary of Brunei’s Girl Guides Association since it gained independence from The Guide Association of the United Kingdom in 1983.

Hjh Siti Hafsah Hj Abd Halim, chief commissioner of Brunei’s Girl Guides Association, said in her speech Her Majesty, as the Royal Patron, had been a source of positive inspiration for the members throughout the girl guide movement.
Recounting the many activities organised by the guides over the past year, Hjh Siti Hafsah said the association had also undertaken efforts to boost its presence internationally.
As an active member of the World Association of Girl Guides and Girl Scouts (WAGGGS), Brunei’s Girl Guides Association this year participated in the 11th WAGGGS Asia Pacific Regional Conference and the Friends of Asia Pacific WAGGGS Meeting in Tokyo.
Among its notable achievements abroad, Brunei’s Girl Guides Association was crowned champion of the “Be Prepared Quest 2013” in Singapore, beating six other girl guides associations.
Meanwhile, girl guides from the Sultanate also won first place in the “Journey to Friendship and Peace International Al-Quran Reading Competition” that was conducted last month by Brunei’s Girl Guides Association to mark World Peace Day.
According to the chief commissioner, the association remains committed to achieving the United Nations Millennium Development Goals proposed by WAGGGS.
Her Majesty yesterday also bestowed long-service awards on 10 members who have served with Brunei’s Girl Guides Association for 30 years.
First in line to receive the recognition was Datin Paduka Hjh Zaharah Hj Idris, followed by Datin Paduka Hjh Jusnani Hj Lawie and Datin Hjh Masni Hj Ali.
Other recipients were Hjh Viviyanti Hj Ali, Hjh Napsiah Hj Mohammad, Mariam Hj Mohd Gais, Hjh Zaiton Abu Bakar, Hjh Ma’ani Hj Lamat and Hjh Noraini Ibrahim. Hjh Siti Hafsah also received the long-service recognition.
