    THE National Service Scheme Programme (PKBN) is integral in countering globalisation challenges, said His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday at the closing ceremony of the first official PKBN.

    During his titah delivered at the Sports Village of the Sultan Hassanal Bolkiah Sports Complex in Berakas, His Majesty also announced the creation of a PKBN Alumni as a platform for trainees to continue their service and dedication to the country.

    So far, 500 trainees have completed the programme, including trainees from the three pilot projects.

    “The world now has lots of challenges related to globalisation, and the youth face these challenges which are sparked by the rise of technology and info-communications. If they aren’t handled properly, not only do we neglect the youth but we weaken them as well,” he said.

    The monarch also urged the youth to “not fall victim to something that will bring adverse consequences, more so if it affects the country.”

    The titah also noted the successful development and defence of the country, attributed to the discipline of citizens especially the youth.

    “We should not doubt the youth as leaders who will shape the future of our country,” he said.

    His Majesty also mentioned that other countries around the world have youth programmes similar to PKBN that contribute to their respective capacities of achieving high economic growth despite lacking natural resources and low per-capita income.

    “With this in mind, without hesitation I implemented trial projects such as PKBN,” explained the monarch.

    The syllabus for PKBN, spearheaded by the Ministry of Culture, Youth and Sports (MCYS) is centred on Bruneian values, with emphasis on the national ideology of Malay Islamic Monarchy (MIB). PKBN aims to be “outstanding, unique and effective” for youth development in the country, His Majesty further added.

    To implement PKBN, His Majesty said the best and most suitable curriculum, infrastructure, instructors and equipment are required.

    The monarch then cited a recent study by MCYS and UBD together with the Centre for Strategic and Policy Studies that investigated social ills among youth aged 15-26. The study identified violence, public disruption, truancy and bullying as some of the issues faced.

    “Even though these issues are not at a critical point, it shouldn’t be outside our control,” he stressed.

    His Majesty said one way to counter these issues is through PKBN, explaining that awareness and understanding can be heightened among the youth with similar ideals and that the programme aims to create positive changes in trainees.

    Another study by UBD revealed that over 80 per cent of parents and trainees were satisfied with the programme. Parents said that after three months, significant changes in their children, such as being far more respectful to them and more willing to help others, were noticed

    “Overall, I am pleased with what this programme has achieved,” said His Majesty.

    The monarch also hopes the creation of the PKBN camp in Batu Apoi, Temburong will help train more youth.

    Support from the public is also required for the continued success of the programme in fulfilling the government’s desire to develop youth who are outstanding and progressive, and remain loyal to the monarchy, nationality, religion and country, explained His Majesty.

    Concluding the titah, His Majesty advised trainees to be role models and inspiration to other youth who undertake the programme. The PKBN pilot project was first introduced in December 2011 with a total of 78 trainees, followed by 97 trainees for the second pilot project and 199 trainees in the third pilot project.

    A total of 125 trainees completed the official three month programme which began on September 1, 2013.
