Prince Mohamed Bolkiah (born 27 August 1947) is a member of the royal family of Brunei. He has been the foreign minister of that country since it gained complete independence in 1984. He serves the cabinet as director of the Brunei's Ministry of Foreign Affairs and Trade alongside the second Minister of Foreign Affairs, Lim Jock Seng.

HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam underscored the importance of strengthening links and enhancing dialogue between governments and business communities through stronger public-private partnerships (PPPs) in ASEAN. [Video here.] His Majesty emphasised this in the titah at the opening of the ASEAN Business and Investment Summit 2013 at the International Convention Centre in Berakas yesterday. "I believe that the private sector can play a significant role in ASEAN's efforts whether it is through projects that promote the participation of youth and women in the economy or those which address infrastructural needs for the benefit of the region's poorest. After all we have a stake in each other's success," the monarch said. "As governments, we will continue to work hard to ensure that you operate in a stable and flourishing economic environment and we urge you to think beyond profits and use your experiences and industry knowledge in ways that will support the public at large, such as initiatives to improve living standards and create opportunities for our people to contribute towards the region's economic development," he said, adding that the ASEAN Business and Investment Summit provides a unique platform for achieving this goal. ASEAN remains committed to developing its resilience through deeper economic integration, strengthening financial, energy and food security, as well as enhancing connectivity through the grouping's masterplan to be realised in 2015. "We will continue to undertake new initiatives that support business, especially small and medium enterprises, by addressing barriers to participation and improving business mobility," he said. ASEAN has completed free trade agreements with dialogue partners Australia, New Zealand, China, Japan and South Korea, as well as India, all of which have created new opportunities to expand the grouping's trade and business linkages. More recently, the monarch said ASEAN launched negotiations for an even wider and more ambitious trade agreement under the proposed Regional Comprehensive Economic Partnership, which will bring ASEAN's Free Trade Agreement Partners (Australia, China, India, Japan, South Korea and New Zealand) into a single free trade pact and therefore ensure closer economic integration in East Asia. "In this same spirit of cooperation and friendship we call upon the business communities present here today to seize the opportunities provided under these agreements, and in turn to create new synergies in the global economy." Touching on the issues of peace and stability in the region, he said that today's potential challenges to the economies are wide-ranging and increasingly complex, such as natural disasters and pandemic diseases. He also said that concerns about securing jobs and food have caused political unrest, while nationalistic sentiments have threatened regional harmony. Therefore, he said it is imperative for ASEAN to enhance its community building efforts and contribute to the overall regional security architecture, especially by nurturing regional processes such as the East Asia Summit to ensure good and constructive relations. In this regard, regional leaders have started discussions on an ASEAN Community beyond 2015 to address the changing nature of the bloc's political and economic environment. "Our Summit in October will provide an opportunity for leaders to advance ASEAN's agenda to further strengthen regional peace, stability and prosperity," he said. Held for the first time in Brunei, the ASEAN Business and Investment Summit 2013 was opened by His Majesty. Various international and regional speakers comprising high-ranking government officials and prominent business leaders will be giving presentations during the four-day event, which ends tomorrow.
